CHOICE NEIGHBORHOODS
The recent $50M Smithfield-College Hills-Graymont Choice Neighborhood program award announced by HUD on July 26, 2023 will leverage public and private dollars to support locally-driven strategies that address obsolete public housing sites through a comprehensive approach to neighborhood transformation. Choice Neighborhoods funding supports the implementation of neighborhood revitalization initiatives which focus on three core goals: Housing, People and Neighborhoods.

After HUD confirmed that HABD and the City were CNI grant finalists, the Choice team presented the Smithfield-College Hills-Graymont revitalization plan on May 11, 2023 to HUD.

WHAT ELSE IS INCLUDED IN THE SMITHFIELD – COLLEGE HILLS – GRAYMONT CHOICE INITIATIVE?
PRESERVATION OF LOW-INCOME HOUSING WITH A MIX OF INCOMES
One for one replacement of low-income units, including mixed-income and potentially mixed-use communities providing onsite services, particularly for seniors and children.
INVESTMENT IN PEOPLE
Individualized personal development plans for each household to improve early education, school, out of school activities, job training, employment, income and health. The project has support from dozens of local community-based organizations.
ECONOMIC IMPACT
Choice Neighborhoods stimulates public and private investment with significant economic impact on the local economy. This City targeted revitalization area is located in an Opportunity Zone.
